This strengthening of the Executive Committee forms part of a broader evolution in the governance of international hotel groups. A similar trend can be observed at Oetker Hotels, which recently reshaped its senior leadership team, notably by expanding the commercial and operational responsibilities of several executives.

LTH Analysis | From public office to corporate leadership: Networks, influence and governance
Pestana’s announced reorganisation highlights the challenges involved in structuring executive leadership, as previously illustrated by the reshaping of Groupe Barrière’s Executive Committee.
The appointment of Rita Marques, Portugal’s former Secretary of State for Tourism, to Pestana Hotel Group’s Executive Committee illustrates a trend extending well beyond Portugal: the movement of former public officials into senior leadership positions within private companies.
Beyond the expertise acquired in government departments and institutions, such individuals often possess another strategic asset: their professional networks, developed through public office, alumni associations, ministerial teams and international organisations.
In hospitality, a sector closely dependent on planning policies, administrative approvals, taxation and national tourism development strategies, these networks can facilitate dialogue with decision-makers and provide a deeper understanding of public policy considerations.
This proximity between public authorities and private interests naturally raises questions about the boundaries between influence, lobbying and co-option. It also invites scrutiny of the role alumni networks play in access to executive positions and board appointments.
The issue is not to cast automatic suspicion on such appointments, but to understand the relative weight of professional expertise, personal networks and the ability to influence decisions in corporate governance choices.
In Rita Marques’s case, there is no evidence that her appointment forms part of an influence strategy. Her responsibilities for IT and Marketing point primarily to an operational appointment. Nevertheless, her career provides an opportunity to examine the criteria used to select executives within major international groups.
Do major hotel groups recruit solely for expertise, or are they also seeking networks and the ability to exert influence?
