Haute-Savoie, France | Hôtel du Couttet Renovation Works in Chamonix Suspended Again by Administrative Court

The revival project for the Grand Hôtel Couttet, a 19th-century establishment emblematic of Chamonix’s history, has suffered a fresh setback. Hôtelière du Couttet, chaired by Paul-Henri Cecillon, has announced the suspension of its refurbishment works following an order from the Grenoble Administrative Court calling into question the legal framework that had allowed work to resume (press release available here).

Works Resumed Under a January Agreement

After a lengthy interruption, work on the site had resumed in June 2026, made possible by an amendment signed in January of the same year between Hôtelière du Couttet and the municipality of Chamonix. That agreement had secured a new €30 million financing line and settled sums owed to firms working on site.

The original concession contract, covering the refurbishment and operation of the Grand Hôtel Couttet as a 4- or 5-star establishment, envisaged an investment of a similar scale for a property complex of significant heritage value in the heart of Chamonix.

An Amendment Challenged by the Prefecture, Then Disavowed by the Municipality

The amendment has since been challenged before the Grenoble Administrative Court by the Haute-Savoie prefecture. The municipality of Chamonix chose to support that challenge, despite having signed the agreement only months earlier. In August, the administrative court decided to provisionally suspend the amendment pending its final ruling on the merits of the case.

Under current conditions, this suspension now deprives Hôtelière du Couttet of access to the financing needed to complete the works. The company has therefore been forced to suspend the project in turn.

Firms and Dozens of Jobs Directly Affected

The interruption also affects the firms mobilised on site and the dozens of people working there. Several had already placed orders, committed staff and made hires to support the resumption of works. All have been informed of the situation, as have local residents.

Paul-Henri Cecillon, chairman of Hôtelière du Couttet, noted that the company had resumed work on the site in June 2026 and had committed significant resources to settling contractors’ invoices and enabling works to continue. He said he did not believe the company could now be held responsible for a situation stemming from a contract concluded with the municipality and subsequently challenged with that same municipality’s support.

Hôtelière du Couttet Reserves the Right to Take Action Against the Municipality

Hôtelière du Couttet stated that it is reserving all of its rights against the municipality of Chamonix regarding the consequences of this situation. The outcome of the administrative dispute will now determine the delivery timeline for this 5-star hotel, a project that combines heritage preservation with a strong sense of place in Chamonix.

This latest episode comes amid an otherwise active transactions market for hotels in Chamonix, illustrated by Compagnie du Mont-Blanc entering exclusive negotiations to acquire two hotels in the valley and the takeover of two properties by QuinSpark Investment Partners and Eternam.
