Thomas Brisset has been appointed Head of the Tourism Division at the Direction Générale des Companys (DGE), effective 1 September. He thereby takes charge of the body within the French finance ministry (Bercy) responsible for preparing and implementing the State’s tourism policy.

A career bridging teaching and senior public service

A graduate of Sciences Po and an agrégé in History, Thomas Brisset began his career as a history teacher before joining the civil service. In 2017, on leaving the INSP (Institut national du service public), he became an administrative judge at the Paris Administrative Court, where he handled tax litigation.

Alongside his administrative duties, he also taught public law at the École normale supérieure and served for several years as a lecturer (maître de conférences) at Sciences Po.

Expertise built at the French Treasury

In 2019, Thomas Brisset joined the Direction générale du Trésor, where he held several successive roles. He initially worked on financial market regulation, before taking charge of the international trade rules office from 2021.

Prior to joining the DGE, he had held the post, since 2024, of head of the office responsible for export credit and State guarantees for international activity, a role centred on public support for French companies engaged in export.

At the helm of the Tourism Division

The Tourism Division, within the DGE, prepares and evaluates the State’s tourism policy. It coordinates the various sectors of tourism activity and exercises supervisory authority over the sector’s public operators, including Atout France and the Agence Nationale des Chèques Vacances (ANCV).

Thomas Brisset’s appointment comes amid ongoing transformation of the public tourism policy toolkit, in a sector that remains one of the pillars of the French economy and its international standing.
